How to get a driving license

Driving license can be obtained by a person who:

has reached the age required for a given category,
has obtained a medical certificate confirming that the person satisfies the medical standards required for operating vehicles,
has undergone a training required for a given category,
has passed the national exam required for a given category.

Additional conditions:

has obtained a psychological certificate confirming that the person satisfies the psychological standards required for operating vehicles (if it is required),
stays in the Republic of Poland for at least 185 days in a calendar year because of his/her personal or professional relationships or to a person who will submit a certificate confirming that he/she has been studying in the Republic of Poland for at least six months.

A person who is under the age of 18 may obtain driving license of categories A1, B1 or T having presented his/her parents’ or guardian’s permission.

Driving license cannot be obtained by a person who has been prohibited from operating vehicles (pursuant to court’s final judgment, a decision of misdemeanor board or a decision of any other adjudicative authority) when the ban is in force.

In the WORD office the following documents must be submitted:

available for inspection – identity card, provisional identity card, passport, for foreigners passport or permanent stay card,
application form,
exam payment certificate,
one photograph without a hat, (not glued) size 3,5 x 4,5 cm.,
medical certificate confirming that a candidate satisfies the medical standards required for driving vehicles (categories B+E, C+E, C1+E, D+E, D1+E not applicable),
certificate confirming the completion of:
- the basic training course,
- the additional training course, if a candidate fails theory test or practical test,
parents’ or guardian's written permission, if a candidate taking the exam is minor,
photocopy of a driving license:
- category B, if a candidate applies for driving license category C, C1, D, D1,
- category B, C, C1,D or D1, if a candidate applies for driving license category B+E, C+E, C1+E, D+E, D1+E,
certificate confirming that a candidate has been doing compulsory military service, if a candidate applying for a driving license category D or D1 is a soldier under the age of 21.

All the documents have to be submitted to the Department of Transport.

Medical certificate. The candidate has to go to a doctor who is entitled to examine drivers (candidates for drivers) to obtain a medical certificate confirming that the person satisfies the medical standards required for driving vehicles. If the examination reveals that the candidate is addicted to alcohol or other intoxicants the candidate cannot obtain a driving license. A restricted driving license may be obtained if the candidate has health problems unless a doctor issuing a medical certificate decides otherwise (for example, a doctor is entitled to decide if the candidate can drive vehicles wearing glasses).

Training. All documents (including a medical certificate, a permission of parents, ect.) have to be submitted to a Driver Training Centre where the candidates undergo training for a given driving license category. Information on Drivers Training Centres may be found in provincial districts which supervise Driver Training Centres. Also complaints on the working of the centres and all comments concerning them should be submitted in provincial districts. The candidate has to undergo the training in order to learn how to drive vehicles so as not to cause dangerous situations in the traffic and not to threaten the order of the traffic. Training consists of theoretical and practical parts. The number of training hours is arranged for individual candidates by the driving instructor depending on the knowledge and skills of the candidates.

Theoretical training for a given category may not be less than:

30 hours for categories A, A1, B, B1, T,
20 hours for categories C, C+E, D, D+E, C1, C1+E, D1, D1+E, B+E.

Practical training may not be less than:

15 hours for categories B+E,
20 hours for categories A, A1, C1, C1+E, D1+E, T,
25 hours for categories C+E or D+E,
30 hours for categories B, B1, C, D1,
60 hours for category D.

The number of hours for given categories may change if the candidate undergoes trainings for more than one driving license or if the candidate has already obtained entitlements for a given category. On completion of the training the candidate obtains a certificate confirming the completion of the basic training course for drivers.

Restricted driving license. Driving license may be restricted due to the candidate’s health problems. The second type of restriction concerns the allowing the candidate to drive a specific type of vehicle. The first type of restriction is imposed on the candidate by the doctor who specifies a condition required for driving in a medical certificate confirming that the person satisfies the medical standards required for driving vehicles (otherwise obtaining driving license would be impossible). The driver who is hard of hearing has to use a special hearing aid and a disabled driver may drive an adequately accommodated vehicle. The second restriction concerns, for example, using a vehicle with automatic transmission. Some Driver Training Centres offer the training in a car with automatic transmission. The candidate may take the national exam in this type of car (in this situation a Driver Training Centre lends the Province Traffic Centre the car). However, it not widely known that the candidate obtains a driving license with a code that only allows the candidate to drive cars with automatic transmission.

National exam. To take the national exam the candidate has to report (with a certificate issued by Drivers Training Centre) to the Provincial Wojewódzkiego Ośrodka Ruchu Drogowego (there are 49 Centres in Poland and the candidate may choose between them), where the candidate pays for the exam and arranges a date of the exam.

Driving license receipt. Driving license is issued (at presenent the fee is 70 zł) by a district governor for an administrative area in which the candidate for a driving license is a resident. Only in Warsaw driving license is issued by District Offices (their Traffic Divisions).
